- Prévention de nouvelles infections à VIH
- Prise en charge globale des PVVIH, des enfants infectés par le VIH, des personnes affectées et d’autres groupes vulnérables
- Réduction d’impacts socio-économique du VIH et du sida
- Renforcement de la coordination des interventions, du suivi-évaluation, des mécanismes de financement et gestion financière
Pour faire participer le plus grand nombre de membres à la vie associative, l’ANSS organise des travaux en groupes. Chaque membre actif doit appartenir à, au moins, un groupe de son choix qui travaille afin d’atteindre les objectifs suivants :
- Défendre les droits des personnes infectées et/ou affectées par le VIH/SIDA et en particulier mener une lutte contre leur stigmatisation et leur discrimination ;
- Renforcer la prévention et promouvoir les comportements minimisant les risques de transmission du VIH/SIDA à travers notamment le dépistage volontaire et les activités de sensibilisation par les témoignages ;
- Plaider pour un accès universel aux traitements et aux soins ;
- Susciter l’entraide et la solidarité entre les membres ;
- Promouvoir la concertation entre acteurs dans la lutte contre le SIDA pour renforcer leurs capacités de prise en charge globale de qualité et favoriser la disponibilité de cette prise en charge ;
- Faciliter l’implication des personnes vivant avec le VIH/SIDA dans leur prise en charge ;
- Identifier les groupes vulnérables (orphelins, autres enfants et adolescents vulnérables, détenus, handicapés, etc.) et mettre en place des réponses adaptées ;
- Capitaliser et valoriser les bonnes pratiques.
Les organes décisionnels sont l’Assemblée Générale et le Comité Exécutif formé de 18 membres. Les activités sont mises en œuvre par la Coordination Nationale composée de services suivants :
- Bureau de coordination qui assure l’organisation de tous les services, antennes et projets assistés par un secrétariat et un service communication ;
- services d’appui à la coordination nationale : vie associative, administration et finances, programme, suivi-évaluation et contrôle interne ;
- projets internationaux : Plaidoyer, Programme Transfert et Droits Humains ;
- antennes : Bujumbura (Centre Turiho), Gitega, Kirundo, Makamba et Rumonge comprenant : Un service médical, un service psychosocial, un service administration et finances et Projets ;
- Service formation qui dispose d’un centre de formation pour le renforcement des capacités des acteurs de première ligne associatifs, publics et privés.
Dans le souci d’être plus près de ses bénéficiaires, l’ANSS a décentralisé ses activités vers l’intérieur du pays dans les provinces de KIRUNDO, GITEGA et MAKAMBA. Ceci a permis une augmentation de la capacité d’accueil et la pérennisation des actions déjà entreprises. A la fin 2015, l’ANSS a atteint une file active de 8044 bénéficiaires dont 5866 séropositifs, parmi lesquels 4994 sont sous traitement ARV.
Au début du mois de Juillet 2013, l’ANSS a inauguré ses locaux propres à MAKAMBA et ces locaux disposent d’un potentiel considérable de développement afin d’offrir de multiples services à la population de cette province encore fortement touchée par le VIH et les problèmes socioéconomiques.
Dans un avenir proche, l’ANSS compte ouvrir deux autres antennes à BUBANZA et à KARUSI, qui pourront offrir à la population de ces provinces, très peu desservies en terme de services de prévention et de prise ne charge du VIH, le paquet complet de prise en charge globale et familiale qu’elle offre dans les quatre autres antennes.
L’ANSS compte aussi construire une maternité au Centre TURIHO dans le cadre de ses services de PTME qui pour l’instant comprennent le planning familial, les consultations prénatales, le dépistage volontaire des futures mamans, la mise sous ARV avant la quatorzième semaine et le suivi de la grossesse. L’accouchement se faisant dans les structures hospitalières partenaires nous remarquons que le suivi est parfois interrompu pour la maman et le nouveau-né. C’est ainsi que le projet de maternité pourra compléter les services offerts dans le cadre de la PTME.
L’ANSS a obtenu pour le Burundi, un projet OPP-ERA financé par UNITAID et le gouvernement français dans le cadre de l’installation de plateformes ouvertes et polyvalentes qui serviront pour les examens de charge virale et de diagnostic du VIH chez les nourrissons. 4860 tests de charge virale ont été réalisés en 2015 grâce au Projet OPP-ERA dont 2068 (43%) pour les PVVIH de l’ANSS et 2792 (57%) des autres structures.
